As County Commissioner, Dan is responsible for providing strategic direction, leading and managing the Scout County, supported by the County Executive/Board of Trustees who ensure good governance.  With his team, Dan is responsible for ensuring that the County provides good quality Scouting for young people, developing Scouting in the County, promoting and maintaining the policies of the Association within the County and proactively managing adults in the County.  He leads the County Team, and is directly responsible for nine District Commissioners, six Deputy County Commissioners and the County Training Manager who together form the county Management Team. You can also email Dan.

About Dan

Dan is an experienced leader with a strong track record of successfully managing diverse teams and organisations and delivering lasting change.  He is a Fellow of the Royal Society of Arts, Manufactures and Commerce (FRSA), an affiliate member of the Institute of Chartered Secretaries and Administrators (ICSA), and has a postgraduate qualification in strategic management from Bristol University. Dan is also trained and qualified in project management (PRINCE2), publishing, marketing and communications and management consultancy. He is also a graduate of the Common Purpose Meridian Programme for senior leaders and the Leadership Trust's, Leadership in Management programme. In his early career, he gained an undergraduate degree, and then studied teaching on the government's fast track programme for leadership and management in schools at Exeter University

Dan has worked both in the UK and internationally with a focus on driving organisational development and strategic change, spanning subjects as wide ranging as workforce development, governance, human rights, education and training, democratic engagement, diversity and inclusion, managerial leadership, information governance and knowledge management, marketing, communications and brand development. Alongside his professional life, he has led several high profile charitable organisations including as their chairman, taking forward transformational change in their growth and development. He is a skilled and confident facilitator, public speaker and spokesperson with experience in the national media and has worked with local, national and international charities and NGOs, schools, colleges and universities, businesses, campaign initiatives, large public bodies and parliamentarians. As a coach and mentor, Dan also supports a number of Further and Higher Education students and other individuals seeking new careers.

As a senior manager at Skills for Health (The UK Sector Skills Council for Health), Dan is a trusted adviser to the Chief Executive, the Board and Senior Management Team and is responsible for corporate governance, strategic and operational planning, risk and performance management arrangements and reporting to our major sponsors and contractors, including government departments. In addition he oversees facilities management and information governance. He also brings his management expertise to consultancy assignments, providing strategic insights and solutions to our clients' governance, strategic and operational management challenges.  

Scouting and community background

In May 2011 Dan became Avon Scout County's youngest ever County Commissioner, responsible for leading the development and delivery of Scouting's provision across Bristol, Bath, North and North East Somerset, and South Gloucestershire.

Dan was Scout throughout his youth during which time he attended the World Scout Jamboree in Holland, took part in projects in Poland, Uganda and Swaziland, and gained his Queen's Scout Award. He was subsequently a Leader in the Scout Section in Oxfordshire and in Bristol, later undertaking roles in support of development, training and programme at District and County levels.

He has since played an important role in Scouting's development nationally as a respected member of the national Board and Executive Committee, Chairman of Operations in the UK, member and chairman of various working groups and task forces including on strategy, fundamentals, programme, brand, inclusion, management and leadership, delegations to World and European Conferences, and search groups for senior staff and volunteers including the Chief Scout. Dan has also contributed to the development of the World Organisation of the Scout Movement (WOSM) with work on adolescent and young adult programme, Scouts of the World Award and human rights.

As well as Scouting, Dan has held senior leadership roles in other organisations in the public and voluntary sector including Chairing the British Youth Council, as a school governor, management board member of Carnegie Young People Initiative, and a member of the Education and Training Board of the British Council.
